Base plate recommendation:
Anchor them to the concrete base floor by using sleeve anchor ½ x 2 ¼ or ¾ x 3-inch. Drill 3 holes on the base plate, pattern them placing the sleeve anchor and tighten them to the base plate.
Attach the straps to the horizontal steel, tie down the pipe and attach the strap to the base plate ratchet, then tighten firmly
Follow the same above instructions to install the remaining base plates.
